2011 Polish Presidency of the EU Council

The EU Council Presidency is responsible for heading the work of the European Union Council; the Presidency rotates between the Member States every six months. The Treaty of Lisbon formally introduces the concept of trio presidencies, whereby three Member States hold the Presidency in succession and work together to identify goals and priorities. The tasks of the Presidency include, in particular, coordinating the Council's work and setting the Council's agenda, setting EU policy trends and representing the Council. The Presidency often acts as a mediator in conflicts of interest between the Member States. For half a year, the state holding the Presidency manages the work of the Council and shapes its relations with institutional partners, heads the meetings of working groups and reports regularly to the European Parliament.

Poland holds the Presidency from July until December 2011 as the first and largest state in the trio. It will be succeeded by Denmark and Cyprus.

Preparations for the Polish Presidency have been made on two levels:

- on the central level, the preparations are led by the Ministry of Foreign Affairs (MFA).
- on the ministerial level.

A network of Presidency Contact Points has been established in order to streamline the information flow between the MFA and the ministries. Meetings of the contact persons have been held once a month. In addition, the inter-ministerial advisory team for promotion and culture has been established. The MST representative has participated in its works.

A Presidency Team was appointed in order to facilitate coordination within the MST (Instruction No 25 of the Minister of Sport and Tourism, dated 12 August 2008). The Team meets on a quarterly basis. The Team's tasks include:

- development of Presidency priorities within the jurisdiction of the Minister of Sport and Tourism;
- preparation of an action programme for the Polish Presidency of the EU Council, in matters within the jurisdiction of the Minister of Sport and Tourism;
- reporting regularly to the Minister of Sport and Tourism on the preparations for the Polish Presidency of the EU Council;
- development of proposals concerning the involvement of the Minister of Sport and Tourism in the preparations for the Presidency.

The Team is chaired by the Undersecretary of State of the Ministry of Sport and Tourism responsible for international cooperation. The Directors of the International Cooperation Department and Tourism Department are the Team's Deputy Chairpersons. Directors of other departments and offices and representatives of other organizational units of the Ministry of Sport and Tourism are team members.

The practical aspects of Polish Presidency coordination at the MST are handled by the Department of International Cooperation and Department of Tourism.
